Scott County Community Empowerment Area Board Members
Julie Stark
Mrs. Stark and her husband live in Long Grove, Iowa and are the proud parents of two young children. Julie obtained her Bachelor of Science degree from Iowa State University. She works for Genesis Systems Group as a software engineer. Julie's interest include crafts, jogging, softball and spending time with her children.
Toi Allen
Mrs. Allen is an elementary school teacher for the Davenport School District. A graduate of Marycrest International Univsersity, she and her husband are active in their church where Toi is a talented vocalist. They have four daughters.
Sherry Horan
Mrs. Horan is a returning member from the Interim Empowerment Board where she served as a parent representative. Sherry has a Masters Degree in Special Education with an emphasis in Early Childhood. She and her husband own a local business and are the parents of four children. Sherry is active in the Lourdes Parish and United Parents. Sherry is very familiar with the services offered families as she has two children with special needs.
Linda Dimauro - Chair
Mrs. Dimauro is the Human Resource Manager for Ralston Purina. Linda currently serves as a board member of Lutheran Social Services, the Scott County Y Childcare Services and is on a United Way funding panel. She and her husband are the parents an adopted son.
Kenneth Maxwell
Reverend Maxwell is currently the pastor of The House of the Lord Mission Church. He is a retired manager from Alcoa, and has 3 children. He has an interest in reaching groups to make cultural changes.
John White
Mr. White is an Industrial Electrician for Alcoa. He is an officer of the Quad City Federation of Labor, serves on the Welfare Reform Coalition, and is an outgoing member of the United Way Executive Board. John has five children.
Charles Keibler
Mr. Keibler is Vice President of Genesis Systems Group (Robotics) in Mount Joy. He is active in the Bettendorf Presbyterian Church where he is a past session member. He currently serves on a national Robotics Board and is a past member of the district council for Boy Scouts. Chuck and his wife are parents of three sons.
John Kiley
Mr. Kiley is President of United Way of the Quad Cities Area. He is active in the Welfare Reform Coalition and has served in the past on the CASI Board of Directors. He is very active in his activities related to the elementary school where his daughter attends.
Amy Schneeberger
Ms. Schneeburger is a Resource Teacher in the North Scott School District. She and her husband live in Princeton, Iowa. Her interests are in early childhood special education.
Permanent Board Members by Virtue of Position
Larry Barker -- Director of the Scott County Health Department.
Denise Gonzales -- Service Area Manager for the Department of Human Services.
Tim Dose -- Selected by the four public school superintendents to represent education on the Empowerment Board. He is Superintendent of North Scott Community Schools.
Ray Wierson -- County Administrator for Scott County and is a liaison to Scott County Board of Supervisors. Scott County is the fiscal agent for Empowerment.
Lori Elam -- Director of Community Services for Scott County.
