Overview of Funding Opportunities
As a result of community planning efforts regarding a comprehensive approach to improving environments for young children, Scott County Empowerment funds programs that address the strategies set forth in the School Ready Plan - Steps to Success for Scott County. Copies of the School Ready Plan can be found at the reference desk of the Davenport, Bettendorf and North Scott libraries or at the Scott County Decategorization and Empowerment office in the Bicentennial Building at 428 Western Avenue in Davenport, Iowa.
Funds for Empowerment services are available in two approaches. The first approach is for on-going services directed at children birth to five. This Empowerment funding is through a Request for Proposals (RFP) process. The Empowerment Board issues an announcement of the services for which they are seeking a provider. Those announcements are made via this web site, on the cable community bulletin board and through the media. A potential provider can also contact us through email at empowerment@scottcountyiowa.com.
The second approach for funding includes funds for purchasing large equipment in order to increase the number of slots available for child care for children ages birth to five. Only programs with a proven track record and solid business plan are eligible. Very specific requirements are in place to apply for this funding. Forms may be obtained from the Empowerment office by calling (563) 326-8221. Application must be made before equipment is purchased. The approval process takes approximately 10 - 12 weeks. Applications are accepted on a first come first serve basis until the funds allocated for this purpose are depleted.
